Following the sidewalk repair completed on April 22, 2026, the HOA Board continued its inspection of drainage infrastructure throughout the neighborhood. On April 23, 2026, a second damaged sidewalk section was identified at a separate drain culvert location โ€” exhibiting the same type of issue as the first: a compromised culvert allowing water to erode the soil beneath the sidewalk surface.

We moved quickly to address the problem before it could worsen or create a safety hazard for residents.

๐Ÿ” Issue Identified โ€” April 23, 2026: A second HOA-owned drain culvert was found to have a breach beneath the sidewalk. As with the first location, water flowing through the damaged culvert had been eroding the underlying soil, destabilizing the sidewalk surface above it.

โœ… Repair Complete โ€” April 26, 2026: The drain culvert was filled and sealed to stop the erosion. Fresh concrete was poured to restore the sidewalk surface. The area is safe to use. Please allow adequate curing time before placing heavy loads on the new concrete section.

What We Found

The damage pattern at this second location mirrored what was discovered at the first site:

  • A HOA-owned drain culvert beneath the sidewalk was damaged and allowing water intrusion
  • Water flow through the culvert breach was gradually washing away the supporting soil
  • The resulting void beneath the slab was causing the sidewalk surface to become unstable
  • Left unaddressed, the sidewalk would have continued to sink, crack, or heave โ€” creating a trip hazard

โœ… Repair Summary โ€” April 26, 2026

The culvert was sealed with concrete backfill to eliminate water intrusion and re-stabilize the soil. The sidewalk surface above was then repaired with a fresh concrete pour, restoring a safe, level walking surface. No further action is needed at this location.

โš ๏ธ Important Notice Regarding HOA Responsibility: As with the first sidewalk repair, the damage at this location was caused by a drain culvert owned and maintained by the Pebble Creek HOA. Because the root cause was HOA infrastructure, the repair cost was borne by the HOA.

Homeowners are reminded that normal sidewalk repair and maintenance remains the responsibility of each individual homeowner under Section 6.3(l) of the Pebble Creek Declaration of Restrictive Covenants.
