The General Rule
Pebble Creek's Declaration of Restrictive Covenants takes a strict approach to signs. The governing language is in Section 6.3(f):
"All signs, billboards and advertising structures of any kind are prohibited, except building signs during construction periods that are approved by Developer, and sign to advertise the property for sale during any sales periods. No sign may be nailed or attached to trees, nor shall any signs be placed on the Common Property bordering Old Boiling Springs Road at the entrance to Pebble Creek. For Sale signs shall not exceed four (4) square feet or be taller than thirty-six (36) inches from the ground." โ Section 6.3(f), Pebble Creek Declaration of Restrictive Covenants

Graduation Season โ A Special Exception from the HOA Board
Pebble Creek is a community of families, and nothing brings a neighborhood together like celebrating our kids' accomplishments. The HOA Board is proud to waive the sign restriction for a 2-week window each graduation season so that families can display yard signs celebrating their graduating seniors.
Whether it's high school, college, or any milestone worth honoring โ put that sign in the yard and celebrate your graduate! Let Pebble Creek know you're proud.
โฐ Please take signs down within 2 weeks of graduation. After the celebration window, the standard sign restrictions resume. We appreciate your neighborly spirit in keeping Pebble Creek looking its best once the festivities are over.
โ ๏ธ What's not included: This exception is specifically for graduation celebrations. General school spirit signs โ such as "My child goes to Springmore Elementary," honor roll bumper-style yard signs, sports team signs, or other non-graduation displays โ are not covered by this exception and remain subject to the standard sign prohibition.
Why this exception matters: The HOA Board believes that strong communities celebrate their people. Our covenants exist to maintain a beautiful neighborhood โ not to prevent neighbors from cheering each other on. Graduation is exactly the kind of moment Pebble Creek should come alive for.
